I&B Ministry launches Facebook Account for Digitalization
In a major initiative to enhance the understanding of critical issues associated with the digitalization process, the Ministry of Information and Broadcasting has for the First time launched a Facebook account on the subject. The objective of this initiative is to not only to disseminate information regarding the issues involved, it would also facilitate a two way flow of information between the ministry and key stakeholders.
In this direction, the Ministry has launched a new and dedicated facebook account, namely, www.facebook.com / DigitalIndiaMIB” to facilitate exchange of information and clarifications on a wider canvass of public participation, covering a whole gamut of public concerns. The facebook account carries answers to some of the frequently asked questions and provides links to other connected organizations. The “Wall” on the facebook account provides interaction platform and shall be a source of useful information for the individuals as well as the stakeholders like the Multi-System Operators and Cable Operators.
A decision to digitalize the existing analogue cable television networks in India was taken recently. The Cable Television Networks (Regulation) Amendment Act, 2011 has been enacted to bring about legal framework for implementation of Digital Addressable System in cable television networks. This is being implemented in a time- bound phased manner beginning with the 4 Metro cities which will go digital cable television way by 30th June, 2012. The rest of the country will follow suit in phases and the entire country will be digitalized by 31st December, 2014.
Regional Science Centres
The Minister for Culture and Housing & Urban Poverty Alleviation Kumari Selja has said that the setting up of Science Centres is a continuous process. Proposals relating to setting up of Science Centre projects are considered and approved on the basis of the projects submitted by State Governments from time to time. The main function of Science Centres is to portray the growth of science and technology and their application in industry and human welfare, with a view to develop scientific attitude and temper amongst the people. A list of the Science Centres which have been developed/are being developed and proposed to be established is at Annexure.
In a written reply in the Lok Sabha today she said, in 11th Five Year Plan, total fund allocated by the Government of India and respective State Governments to National Council of Science Museums, an autonomous and implementing agency under Ministry of Culture, for setting up of Science Centres is Rs. 47.00 crore out of which Rs. 32.00 crore has been utilized.

Promotion of Folk Arts
The Minister for Culture and Housing & Urban Poverty Alleviation Kumari Selja has said that the Government has set up seven Zonal Cultural Centres (ZCCs) for preservation, promotion and dissemination of the traditional folk arts and culture in the country. The ZCCs have been carrying out various activities and organizing programmes at the national, zonal and local levels in accordance with their aims and objectives.In a written reply in the Lok Sabha today she said, Government of India, Ministry of Culture provides financial assistance to artists, including folk artistes, in indigent circumstances under the scheme of “Financial Assistance to Persons distinguished in Letters, Arts and such other walks of life who may be in indigent circumstances and their dependents”. Assistance of Rs. 4000/- per month is given to those benefitted under Central Quota and of Rs. 3500/- per month to those covered under Central-State Quota and receiving an assistance of Rs. 500/- per month from the concerned State Government.
The Minister said, in addition, financial assistance is also provided to promising/outstanding artistes, including folk artistes, under the following Schemes:
(i) “Scholarships to Young Artistes in Different Cultural Fields”. Under this Scheme 400 scholarships of the value of Rs. 5000/-each p.m. are provided every year for a period of two years.
(ii) “Fellowships to Outstanding persons in the field of Culture”. Under this scheme 200 senior fellowships of the value of Rs. 20,000/- each per month and 200 junior fellowships of the value of Rs. 10,000/- each per month are provided every year for a period of two years.
There is a proposal to set up a Cultural Centre for Gujjars, Bakarwals and Pahari Speaking Communities of Jammu and Kashmir, the Minister added.
Clinical trials of drugs on mentally challenged patients
The Central Drugs Standard Control Organization (CDSCO) has investigated the matter regarding drug trials on patients without their consent by the doctors of Mahatma Gandhi Medical College and Mental Hospital (MGM), Indore. Investigations revealed that the psychiatrists attached to the MGM hospital had conducted 11 clinical trials during the period Jan, 2008 to Oct, 2010 at their private clinics. In one case only, the investigator did not have the original Informed Consent Forms at the site as the same were stated to be in the possession of the sponsor company.
As per Schedule-Y of the Drugs and Cosmetics Rules and Good Clinical Practice Guidelines recognized under the Schedule, mentally challenged and mentally differently able persons, who are incapable of personally giving consent are considered vulnerable subjects. However, there is no prohibition under the said rules and guidelines that clinical trials cannot be conducted on such patients. For enrolling of such patients in clinical trials, informed consent is required to be obtained from a legally acceptable representative of the patient.
The Government has no proposal to stop drug trials on patients as it considers such trials are vital for establishing safety and efficacy of a new drug and research in the area of drug discovery leading to newer, safer and more efficacious drugs.

Bronchitis among children
As per the DLHS 2 (2002-04) and DLHS 3 (2007-08), the incidence of Acute Respiratory infections in children under 3 years of age shows a declining trend, with 16.6 % and 11.4% respectively having symptoms suggestive of acute respiratory infection in the two weeks preceding the survey.
Under the reproductive and Child Health programme, the health care providers are being trained in Integrated Management of Neonatal and Childhood Illnesses so that they develop the skills to treat conditions like bronchitis as well as the entire spectrum of Acute Respiratory Infections.
Drugs required for treatment of all ARIs including Bronchitis are being funded under NRHM to be provided free of cost to the children treated at health facilities.
Various measures taken by the Ministry of Health & Family Welfare to tackle the problem include the following:
1. Promotion of Infant and Young Child Feeding practices including exclusive breastfeeding for first 6 months: Breastfeeding is known to have a protective effect against common childhood illnesses.
2. Vitamin A supplementation to children 6 months- 5 years: Vitamin A reduces the severity of respiratory infections in children especially those with malnutrition and with Vitamin A deficiency.
3. Training of Frontline workers: ASHAs are being trained in the diagnosis and management of acute respiratory infections at community level. INMCI is a training package that is being delivered to ANMs and LHVs to build their skills to treat respiratory infections.
