Kapil Sibal Lays Foundation Stone for NICF and the Spectrum Institute

In modern times communications and information services have emerged as the effective tool for the empowerment of marginalized sections of the society. Trained and capable manpower is required to ensure that technology and technological advancements delivers to the common man. This was stated by Shri Kapil Sibal while laying the foundation stone for National Institute of Communication Finance (NICF) and Institute of Advance Radio Spectrum Engineering and Management Studies (IARSEMS) here today. The Minister said for effective governance continuous reinventing and re re-energizing through training is imperative. To build and mould new age professionals, these institutes should look forward to collaborative research and training with the public and private sectors, and with international and regional organizations. Speaking about the Institute of Advance Radio Spectrum Engineering and Management Studies (IARSEMS), he said that an efficient spectrum planning and engineering is essential to achieve optimal spectrum use in present and future.

Kapil Sibal Inaugurates Electronics & Information Technology Exposition “E-Governance: Public Services Closer Home” to be the Theme of Deliberations

Information Communication Technology can play big role in effective governance and impressive delivery of public services. A number of initiatives in this regard have been taken by the Government. National e- Governance Plan (NeGP) and UID Project (Adhar) have the potential to change the way we feel and interact with the government. This was stated by Shri Kapil Sibal, the Minister of Communications & Information Technology, here today while inaugurating the two day Electronics & Information Technology Exposition (ELITEX-2011).The Minister said that 90,000 Common Service Centers (CSCs) in 31 states have already been established under NeGP and another 150,000 Common Service Centers are planned to be set up in next 3 years. With this every Village Panchayat will have a Common Service Center to provide a host of services through internet, on other hand, Adhar will help Government in identifying the correct beneficiary of government’s developmental and social security schemes, he added.

Television channel Permission

PERMISSION FOR UPLINKING A NON-NEWS & CURRENT AFFAIRS
TV CHANNEL.

TO set up Television channel
1.single tv channel 1.50 crore
for addinational channel 1 crore
Permission granted for ten years
processing fee ten thousand rupees

After being held eligible, the applicant company shall pay a permission fee at the rate
of Rs. Five Lakhs per channel.

For news channel
26% fDI allowed
51% equity stake should have indian citizen
All appointments of key personnel (executive and editorial) shall be made by the
applicant company without any reference on from any other company, Indian or
foreign.

The applicant company must have complete management control, operational
independence and control over its resources and assets and must have adequate
financial strength for running a news and current affairs TV channel.

CEO of the applicant company, known by any designation, and/ or Head of the
channel, shall be a resident Indian.
The Company should have a minimum Net Worth as prescribed below:

For each additional TV channel Rs. 2.00 Crore

the applicant company shall pay a permission fee at the rate
of Rs. Five Lakhs per channel.

Price of Spectrum

Telecom Regulatory Authority of India (TRAI) in their letter dated February 08, 2011 to the Secretary, Department of Telecommunications (DoT) has recommended the following estimated price as per the 2010 value of spectrum in 1800MHz band on per MHz basis for a period of 20 years.

i. Rs. 1769.75 Crores per MHz all India upto 6.2 MHz

ii. Rs. 4571.87 Crores per MHz all India beyond 6.2 MHz (incremental spectrum)

TRAI also recommended that these prices may be made applicable from 1.4.2010, prorated for the remaining validity of the respective licences while charging for excess spectrum. These recommendations are under consideration of the Government

Sharing of Messenger Services by Blackberry

Government had given January 31, 2011 as deadline to Blackberry as per their own commitment to provide a solution for Lawful Interception of messenger services in readable format to Intelligence and Security Agencies.

Research in Motion (RIM), the providers of Blackberry services, have not yet given the solution for interception of their Blackberry Enterprise Service (BES). According to RIM they do not possess any key for this service because communication offered through this service is dynamically encrypted. However, message in clear text can be obtained from the Enterprise Email Server, where it is in readable format.

This information was given by the Minister of State for Communications & Information Technology, Shri Sachin Pilot in written reply to a question in Rajya Sabha today.

Protection of Sensitive Installations from but ‘Free Virus’

sophisticated virus called as “Stuxnet” was reported to be spreading worldwide since July 2010. The virus targets Industrial Control Systems. Some computer systems in India were also infected by the Stuxnet, but none of the infections have so far been reported in sensitive Industrial systems.

India Post Celebrates 15th Census in unbroken Series President Releases Postage Stamp on Census of India 2011

Smt Pratibha Devi Singh Patil , the President of India released a commemorative postage stamp on Census of India 2011 here this evening. The Population Census in India commencing from tomorrow ( 9th February, 2011) is the 15th Census in the unbroken series as reckoned from the year 1872 which marked the beginning of the modern census in the country. The process of census taking and data dissemination has evolved over the years.

The Indian Censuses have throughout evoked interest worldwide but have become of greater interest since 2001 when the country population crossed one billion mark. Taking count of the large size of the population and especially when it is continuing to grow, will make 2011 Census another challenge. Like in the past censuses, the census organisation shall be undertaking publicity by various means to create awareness amongst the public for participating in the Census.

The Department of Post will distribute UID Cards

Department of Posts signed a Statement of Intent here today with Unique Identification Authority of India(UIDAI) in the presence of the Union Minister of Communications and IT and the Chairman of UIDAI. The Department of Post will distribute UID Cards to the resident of India.

Flat Rate Parcel provides an added convenience to the customers by offering them pre-paid Flat Rate Parcel boxes. Now our Customers would not have to bother for packaging material to pack their parcels as high quality and standardized corrugated flat rate parcel boxes specially designed to ensure safe and secure transmission of the consignments will be available at the Post Offices. These boxes will be available in three weight slabs viz. 1 Kg, 2.5 Kg and 5 Kg. Flat Rate Boxes have also been given a high quality sealing tape at the inner lid. Now Parcels do not require to be in cloth wrapping/ wax sealing. Flat Rate Parcel is an air express service hence the parcels are given airlift on the same lines as Speed Post.
